Fishless cycling is the recommended method for cycling a new aquarium. Add a source of ammonia (pure ammonia drops, or liquid ammonia at 5-10% concentration with no surfactants) to achieve a reading of 2-4ppm. Test every 2-3 days. After 1-2 weeks, you should see nitrite appearing. After 3-6 weeks, both ammonia and nitrite will drop to zero within 24 hours of dosing – the cycle is complete. Do a large water change to reduce nitrate, add dechlorinator, and begin adding fish slowly. Speed up cycling by adding a piece of sponge from an established filter, or using Seachem Stability bacterial supplement.
